About Financial Services
The Financial Service Department contains three divisions:
- Finance - Administers the day-to-day accounting functions, including the development of the Comprehensive Annual Financial Report (CAFR) and Audit, as well as the annual five-year Budget Plan
- Payroll - Manages all employee payroll-related items, including biweekly checks, tracking of earned vacation and sick leave benefits, and all related federal and state payroll taxes
- Purchasing - Directs the competitive bid process for various citywide services and products, as well as accounts payable

Certificate of Achievement for Excellence in Financial Reporting
For 25 consecutive years, the City of Edmond’s Financial Services Department has been awarded the Certificate of Achievement for Excellence in Financial Reporting. The Certificate of Excellence recognizes our commitment to openness and comprehensive financial reporting.
Award for Outstanding Achievement in Popular Annual Financial Reporting
A new report created for our citizens, called the Popular Annual Financial Report / Citizens Report, was completed for 2010. It, too, received the Award for Outstanding Achievement in Popular Annual Financial Reporting from the Government Finance Officers Association.
Each June, the City Council holds budget hearings to discuss the City of Edmond’s budget and five-year financial plan. The foundation of the five-year plan is the five-year strategic plans for each of the city’s 36 operating units.
